AI and technology in transport and logistics: legal obligations

Regulation (EU) 2024/1689, the AI Act, applies generally from 2 August 2026. Regulation (EU) 2026/1744 moved the obligations for Annex III high-risk systems to 2 December 2027. The course works through that timeline, the Annex III categories, and the deployer duties that reach a logistics operator.

What the course covers

The course first fixes the timeline of Regulation (EU) 2024/1689, the AI Act. Chapters I and II, carrying the prohibited practices in article 5 and the AI literacy duty in article 4, have applied since 2 February 2025. General application starts on 2 August 2026. Regulation (EU) 2026/1744 of 8 July 2026, published on 27 July 2026, moved the Chapter III obligations for Annex III high-risk systems to 2 December 2027, and those for Annex I systems to 2 August 2028.

Sessions then establish what reaches a logistics operator. Annex III covers, at point 2, systems intended as safety components in the management and operation of road traffic, and at point 4 employment and worker management: recruitment and selection, allocation of tasks based on behaviour or personal traits, and monitoring and evaluation of performance. The course works through the deployer obligations in article 26: use in accordance with the instructions, human oversight by persons with the necessary competence and authority, relevance of input data where the deployer controls it, retention of logs for at least six months, and prior notice to workers' representatives and to affected workers.

The closing block reads those duties against Regulation (EU) 2016/679, the GDPR, and Regulation (EU) 2020/1054, which amended article 8 of Regulation (EU) 165/2014 so that the smart tachograph records position automatically at border crossings and at the places of loading and unloading.

Who it is for

Operations and IT management at carriers and logistics operators, fleet managers, compliance and data protection officers, HR managers and in-house counsel.

No technical background is required. Sessions work on common use cases: route optimisation, fleet telematics, machine vision on the loading dock and driver screening tools.

Why it matters

Many tools already installed across a fleet process driver data and generate decisions about their work. That combination engages the data protection regime and, depending on the function, Annex III as well.

The timeline is staged and was amended during 2026. Placing each system in its category and against its date allows the AI inventory and the supporting documentation to be organised before the duty becomes enforceable.
